Loomio

Loomio came out of Occupy Wellington in 2011, when activists who'd experienced consensus in a plaza met the Enspiral network and asked how a group could decide things well *between* meetings. The answer: threaded discussion attached to formal proposals — consent, consensus, dot votes, time polls — each closing on a deadline and leaving a permanent record of what was decided, by whom, and why.

That decision log is the underrated feature for neighborhood groups: when the garden coordinators rotate, the log *is* the institutional memory. No more 'I think we agreed in some email thread.'

Loomio is built and run by a worker-owned cooperative in Aotearoa New Zealand — the tool for group governance is itself governed by its workers — AGPL-3.0, with paid hosting that sustains the co-op and Docker self-hosting for the determined. Groups range from the 13,000-member NYC Democratic Socialists chapter to open-source projects and co-ops in 66 countries.
