CivicOS (BLOOM Project)
Infrastructure for public problem-solving: an Open Poll maps the opinion landscape, small-group community conversations work through tradeoffs, and a civic assembly of residents produces recommendations. The platform under BLOOM's live deployments.
BLOOM Project builds public infrastructure for democratic co-governance; CivicOS is the stack under its deployments, run with a local civic host. Its shape is a relay: a broad anonymous Open Poll (agree, disagree, unsure; add your own statement) seeds facilitated community conversations (transcribed and themed), which seed a report and an assembly of residents who produce concrete recommendations. Stages (our mapping): eliciting, learning, deliberating, proposing, deciding.
Neighborhood use: the pattern scales down: a two-week neighborhood poll, then three living-room conversations, then a representative group that writes the proposal everyone responds to. Each stage hands its output to the next; someone keeps organizing between and after the sessions so recommendations land.
Remix pattern: a phased civic process in one small app: an open statement poll with opinion groups and consensus by group, a schedule of small-group conversations with shared prompts, and a final report page showing themes with quotes, what the process concluded, and who deliberated.
Connects: a poll seeds conversations, conversations seed an assembly, nothing is a dead end. Partners' existing convenings (colleges, libraries, civic groups, health orgs) are the on-land infrastructure.
