Warming/Cooling Center

A trusted local space that opens during extreme weather to keep neighbors safe. With care, it becomes much more than a temperature-controlled room.

What it is

A community space that opens during extreme cold or heat to provide refuge for neighbors who need it. Traditional centers are basic: a room with HVAC, water, maybe cots. Modern Climate Resilience Hubs (see the [Resilience Hub](./resilience-hub.md) recipe) extend the model significantly: year-round programming, social services, emergency preparedness, community connection.

Why it works

Extreme heat is the deadliest weather hazard in the U.S. Extreme cold kills as well. People die in extreme weather not because the weather is unbearable in the abstract, but because they cannot escape it. A neighborhood with reliable, accessible cooling and warming infrastructure is a neighborhood with fewer preventable deaths.

The "trusted local space" framing matters. A cooling center in a building people already use is reachable. A cooling center in an emergency-only government building most people have never entered is a poster, not a service.

What you need

  • Time: 3 to 6 months of planning. Seasonal operation with full daily activation during extreme weather.
  • People: A facility coordinator, volunteer or paid staff, outreach team.
  • Space: Existing trusted community space with HVAC capacity. Library, church, school, community center, mutual aid hub.
  • Materials: Reliable HVAC. Backup power if possible. Water, snacks, basic first aid. Comfortable seating. Charging stations for phones. Multilingual signage.
  • Skills: Coordination, hospitality, light triage and welfare-check skills.
  • Energy level: Moderate during normal times. High during active extreme weather.

How to host it

  1. Identify the space. A community-trusted institution that has the HVAC to function during extreme weather. Libraries are often willing partners. Churches and faith communities sometimes have unused weekday capacity. Schools out of session.
  2. Talk to your city or county. Many jurisdictions have a heat or cold response plan. Get your space listed officially. Some cities pay community centers for operating during heat or cold events. Get on those lists.
  3. Set the trigger conditions. When does the center open? Common triggers:
  • Heat advisories or excessive heat warnings (90F+ depending on region).
  • Cold below freezing, especially with wind chill warnings.
  • Wildfire smoke at AQI thresholds.
  • Power outages affecting the neighborhood.
  1. Stock supplies. Water (lots). Basic snacks. First aid. Charging stations and a couple of power strips. Comfortable seating that can handle multi-hour visits. Books, magazines, board games. Wifi. Cool/warm refreshments.
  2. Set hours. Cooling centers typically run during peak heat hours (10am to 8pm). Warming centers run extended hours and often need overnight capacity, which is different and requires more planning.
  3. Train staff and volunteers. Mental health first aid. Heat stroke recognition. Hypothermia recognition. De-escalation. Knowing when to call medical services.
  4. Outreach. Don't just open the doors. Reach people who need to know:
  • Multilingual flyers in places people already go (laundromats, bus stops, food pantries, senior buildings).
  • Door-knocking on streets with elderly or isolated residents.
  • Welfare-check partnerships with health and social services.
  • Coordination with mutual aid networks (see [Mutual Aid Pod](../02-small-groups-for-support/mutual-aid-pod.md)).
  1. Operate with dignity. People coming in are often vulnerable. The space should feel like a community living room, not a triage tent. No paperwork. No proof of address. No ID checks.

Mobile center. A van or bus that travels to neighborhoods. Useful in rural or sprawling areas where one fixed location can't serve everyone.

Library-based. Many libraries are unofficial cooling centers already. A formal partnership and resources turn an informal practice into reliable infrastructure.

Wildfire smoke center. A clean-air refuge during smoke events. Requires air filtration capacity beyond standard HVAC.

24-hour winter shelter. A more substantial commitment with overnight capacity. Often run in partnership with homeless service organizations.

Stories from neighborhoods

Maricopa County, Arizona runs one of the most extensive cooling center networks in the country. The county coordinates with churches, community centers, libraries, and faith groups across the Phoenix metro area. During the deadly summers of recent years, the network has been a primary intervention.

Climate Resilience Hubs, an evolution of the model, have been deployed in Los Angeles, Baltimore, and elsewhere. These hubs operate year-round and shift into expanded mode during extreme weather.

The pattern across all of these: the strongest centers are run by community-trusted institutions with strong neighborhood relationships, not by emergency management departments alone.
